Executive Mandate Summary

Northrop Management was appointed to independently monitor a multi-site construction company with ₹54 crore of working capital facilities and ₹17 crore of overdraft exposure from a consortium of public sector banks. The mandate assessed the company’s financial position, project execution, cash flows, working capital requirements and operational risks through an on-ground review of its construction sites. The engagement connected physical project progress, approvals, labour availability, equipment utilisation and regulatory challenges with their impact on working capital, financing costs and debt servicing capacity.

Key Transaction & Governance Challenges

  • •
Delayed permissions, government-mandated interruptions and inter-departmental dependencies extended project timelines and increased funding requirements.
  • •
Labour shortages and workforce continuity issues affected physical project execution and project timelines.
  • •
Construction equipment remained idle for extended periods while rental costs continued to accrue, consuming working capital without generating corresponding project progress.
  • •
Operational delays translated into longer project cycles, increased working capital requirements and extended funding periods.
  • •
The key challenge was determining whether the borrower’s reported financial position continued to reflect the operational and economic reality on the ground. The underlying source identifies labour shortages, regulatory/legal challenges, government-mandated interruptions, delayed permissions, inter-departmental dependencies and idle equipment as key findings.

Northrop Execution Architecture & Methodology

1
Reviewed revenue recognition, project completion methods, project-wise cash flows, working capital requirements, project expenses, financing costs and debt servicing capacity.
2
Assessed physical progress across construction sites and compared operational progress with reported financial information.
3
Reviewed labour availability, workforce continuity, equipment deployment and utilisation, safety requirements and site-level operating conditions.
4
Identified government permissions, statutory compliance requirements, regulatory challenges, legal disruptions and inter-departmental dependencies.
5
Traced operational delays and cost movements through their impact on project cash flows, working capital requirements and financing costs.
6
Connected project-level findings to aggregate lender exposure, cash generation and debt servicing capacity.

Executive Mandate Overview

Northrop Management was appointed to independently monitor a Delhi-headquartered construction company executing projects across multiple locations, including Bengaluru. The company had ₹54 crore of working capital facilities and ₹17 crore of overdraft exposure from multiple public sector banks under a consortium arrangement.

The mandate went beyond a conventional financial review. Lenders required an independent assessment of whether the reported financial position continued to reflect the business operating on the ground. Northrop therefore examined financial performance, project execution, cash flows, working capital requirements and operational risks through both financial analysis and site-level monitoring.

Why Site-Level Monitoring Mattered

In construction lending, financial statements may not immediately capture emerging operational stress. Project delays can begin with a government approval that has not arrived, labour that has not reported or construction equipment remaining idle.

These operational issues can extend the project cycle beyond the period originally underwritten by the lender. The result is a longer funding requirement, additional interest costs and greater pressure on cash flows and debt servicing.

The engagement therefore focused on whether the borrower’s reported financial position still described the business that existed on the ground.

Scope of Financial & Operational Review

The review covered both financial and commercial dimensions and project-level operational conditions.

Financial areas included revenue recognition, project completion methods, project-wise cash flows, working capital requirements, project expenses, interest and financing costs, cash generation and debt servicing capacity.

Operational areas included physical project progress, labour availability, equipment deployment and utilisation, statutory and regulatory compliance, labour safety, government permissions, legal disruptions and inter-departmental dependencies affecting execution.

Verifiable Institutional Outcomes & Value Realized

  • Identified operational inefficiencies affecting project economics, including under-utilised construction equipment and project delays.
  • Connected project execution issues with the underlying causes of increased working capital requirements.
  • Improved understanding of project-wise cash flows and funding requirements.
  • Highlighted costs arising from idle equipment and prolonged project timelines.
  • Reviewed revenue recognition, project completion methods, expense booking and reported cash flows against underlying project economics.
  • Assessed how project delays translated into extended funding periods, higher interest costs and pressure on debt servicing capacity.
  • Provided lenders with an independent, on-ground assessment of operational and financial conditions.

Case Study: Ghost Trainees and Unverified Placements in a Skill Development NGO

A skill development NGO reported that 1,200 youth had been trained and 840 placed in jobs under a programme funded through a ₹1.4 crore CSR contribution. The reported 70% placement rate prompted an independent review of beneficiary records, training delivery, placement claims and programme expenditure. Northrop Management Private Limited conducted a forensic verification covering beneficiary deduplication, attendance records, direct beneficiary calls, employer confirmations, offer letters, salary claims and the underlying financial trail.
