Case Study of Ram Manohar Educational and Samudai Bal Vikas Society: Revenue Recognition, Internal Controls and Government Contract Compliance for a Jal Jeevan Mission Implementation
Aligning revenue recognition with contract milestones, government certification and actual work delivered
Executive Mandate Summary
Key Transaction & Governance Challenges
- •Revenue was booked when government payments arrived instead of when contractual obligations were performed.
- •The accounting system had no systematic connection between revenue entries and government-certified milestones.
- •Work completed but awaiting certification was not recognised as a contract asset, while government advances for unperformed work were not recognised as contract liabilities.
- •Retention money earned by the society but held by the government was not systematically recognised or tracked.
Northrop Execution Architecture & Methodology
Section 1 - The Central Issue
The society's accounting system operated essentially on a cash basis: revenue was booked when government money arrived and expenses when payments were made. This disconnected the financial statements from the actual milestone-based structure of Jal Jeevan Mission contracts.
Section 2 - Why Contract Reading Came First
Northrop began with contract reading rather than accounting entries. Each active contract was decomposed into milestones, deliverables, certification mechanisms, payment triggers and retention provisions. These contract maps became the foundation for the revised revenue-recognition framework.
Section 3 - Historical Realignment
The new framework was applied to active contracts to determine revenue earned, contract assets, contract liabilities and government-held retention. Management could therefore see, for the first time, completed work, certified work awaiting payment, work awaiting certification and advances still requiring performance.
Section 4 - Milestone Tracking
A milestone tracker was introduced to follow each project from completion through RA bill submission, government inspection, certification and payment. This also distinguished internal delays from delays occurring within the government's certification process.
Verifiable Institutional Outcomes & Value Realized
- Reported revenue now corresponds to contract milestones and government certifications rather than cash receipts.
- Management can now identify certified amounts awaiting payment, work pending certification and expected government receipts.
- Average submission time reduced from 18 days to 6 days after milestone completion.
- Unreconciled revenue entries fell from Rs 14 lakh in the preceding six months to Rs 22,000 after implementation — a 98% reduction.

Case Study: Ghost Trainees and Unverified Placements in a Skill Development NGO
A skill development NGO reported that 1,200 youth had been trained and 840 placed in jobs under a programme funded through a ₹1.4 crore CSR contribution. The reported 70% placement rate prompted an independent review of beneficiary records, training delivery, placement claims and programme expenditure. Northrop Management Private Limited conducted a forensic verification covering beneficiary deduplication, attendance records, direct beneficiary calls, employer confirmations, offer letters, salary claims and the underlying financial trail.
